HomeMy WebLinkAbout553088_INK WITH KELSI Body Art Facility Infection Prevention.pdf Body Art Facility Infection Prevention And Control Plan Guideline In accordance with the California Health and Safety Code, Section 119313, a body art facility shall maintain and follow a written Infection Prevention and Control Plan, provided by the owner or established by the practitioners, specifying procedures to achieve compliance with the Safe Body Art Act. A Copy of the Infection Prevention and Control Plan shall be filed with the Local Enforcement Agency and a copy maintained in the body art facility. The body art facility owner shall provide onsite training on the facility's Infection Prevention and Control Plan to the body art practitioners and employees or individuals involved with decontamination and sterilization procedures. Training shall be provided when tasks where occupational exposures may occur are initially assigned, anytime there are changes in the procedures or tasks and when new technology is adopted for use in the body art facility, but not less than once each year. Records of training shall be maintained on-site for three years. The Infection Prevention and Control Plan shall be maintained current and updated whenever there are changes to any of the procedures or tasks listed and when new technology is adopted for use in the facility. Paq(. 1 n(17 Body Art Facility Infection Prevention And Control Plan Guideline The Model infection Prevention Control Plan is intended to serve as an employer's guide to the OSHA Bloodbome Pathogens and the Safe Body Art Act (AB300) standards. A central component of the standard is the development of an infection prevention control plan (IPCP) The information contained in this publication is not considered a substitute for the Occupational Safety and Health (OSH)Act or any provisions of OSHA standards. It provides general guidance on a particular standard-related topic for the Safe Body Art Act. PURPOSE The purpose of this infection prevention control plan is to identify and minimize any and all occupational exposure to blood or other infectious body fluids by contractors, employees, body art clients, tattoo artists, body piercers, apprentices, managers or owners. Other potentially infectious body fluids include: semen, vaginal secretions, cerebrospinal fluid, synovial fluid, pleural fluid, peritoneal fluid, amniotic fluid, saliva in dental procedures, and any human tissue or other body fluids visibly contaminated with blood. POLICY 1�� f�r�►�1 is committed to providing a safe and healthful work environment for our entire staff. In pursuit of this endeavor, the following infection prevention control plan is provided to eliminate or minimize occupational exposure to bloodborne pathogens in accordance with OSHA standard 29 CFR 1910.1030, "Occupational Exposure to Bloodborne Pathogens." The IPCP is a key document to assist our business in implementing and ensuring compliance with the standard, thereby protecting our employees. This IPCP includes: • Implementation of various methods of exposure control, including: a. Universal precautions b. Engineering and work practice controls • Exposure Control Plan • Personal protective equipment • Housekeeping • Body Art Procedure Specific Conditions a. Decontaminating and disinfecting environmental surfaces b. Decontaminating, packaging, sterilizing, and storing reusable instruments c. Protecting clean instruments and sterile instrument packs d. Set up and Tear Down procedure • Post-exposure evaluation and follow-up • Sharps Injury Log • Employee Training The methods of implementation of these elements of the standard are discussed in the subsequent pages of this IPCP. Page 2 of 17 Body Art Facility Infection Prevention And Control Plan Guideline RESPONSIBILITY shall be responsible for ensuring their personnel comply with the provisions UT this plan.. All permanent cosmetics, branding, tattooing or body piercing facilities are responsible for ensuring all necessary supplies such as personal protective equipment, soap,disinfectant, etc are present at facility. All personnel shall routinely use appropriate barrier precautions to prevent s n and mucous membrane exposure when contact with blood or other body fluids is anticipated. D I �Q, tB�t or other such designated personnel shall be responsible for training employees, Permanent Makeup Artists, Tattoo Artists and Body Piercers, Apprentices and any and all other Personnel in bloodbome pathogen exposure control and for properly disposing of bio-hazardous waste. METHODS OF IMPLEMENTATION AND CONTROL Universal Precautions Universal precautions shall be observed by all shop personnel in order to prevent contact with blood or other potentially infectious materials. All blood or other potentially infectious materials shall be considered infectious regardless of the perceived status of the source individual. Engineering Controls and Work Practices 1. All personnel must wash their hands or other skin with soap and water, or flush incident(such co s an membranes with water, as soon as possible followingexposure splash of blood to the eyes or an accidental needleis soon as feasible)after removal of 2. All personnel must wash their hands immediately or gloves or other personal protective equipment. Hand washing facilities are located within the general restroom as well as within each tattoo and/or piercing station. All personnel shall familiarize themselves with the nearest hand washing facilities. 3. Body Art Facility personnel who encounter improperly disposed needles shall notify the Facility manager of the location of the needle(s) immediately. Needles shall be disposed of in labeled sharps containers provided at the location. • Needles should never be recapped. • Needles shall be moved or picked up only by using a mechanical device or tool• (forceps, pliers, broom and dust pan). 4. Page 3 of 17 Body Art Facility Infection Prevention And Control Plan Guideline B• Decontamination and Disinfection: Decontamination shall be accomplished by utilizing the following materials: 1- EPA-registered disinfectants that are designed to kill HIV and Hepatitis B(chemicals must be labeled and original container on site) 2. All contaminated work surfaces,tools,objects,etc.shall be decontaminated immediately or as soon as feasible after any spill of blood or other potentially infectious materials. The disinfectant must be left in contact with contaminated work surfaces,tools,objects,or potentially infectious materials according to manufacturer's directions 3. Equipment that may become contaminated with blood or other potentially infectious materials shall be examined and decontaminated before servicing or use. 4. Broken glassware shall not be picked up directly with the hands. Sweep or brush material into a dustpan. 5. Known or suspected contaminated sharps shall be discarded immediately or as soon as feasible in a sharps container only. 6. When containers of contaminated sharps are being moved from the area of use or discovery,the containers shall be closed immediately before removal or replacement to prevent spillage or protrusion of contents during handling, storage,transport,or shipping. 7. Reusable containers shall not be used.
